IPCC Express 4.02 Phone Book Import

I am trying to find a way to import phone book entries to the phone book that the agents have access to via the agent software. I haven't found any way yet to do this other than manual entry. I have 1500 phonebook entries to do. Is this a table in SQL? A static file on the server? Anything I can manipulate to add these phone book entries instead of one by one through desktop administrator?
