Could someone tell me if IPCC Express agents can make outbound callbacks while in "Not Ready" state, and if so, which agent state the time would accumulate in.

No, agents should be in Ready state. Outbound is attached to queue.

You can make manual calls and off course that will not be when they are ready and time bucket it will fall under is logged off or NR.
