IPCCX Resource Selection Criteria - effect of outbound calls?

In IPCCX v.5 what is the effect of outbound calls on the Resource Selection Criteria "Longest Available Agent"?

In other words; does outbound calls count as handled calls so that an agent who makes many outbound calls will get less inbound calls offered?

Agent during Outbound call is in "not ready" state, after this his "ready" time starts from zero, so he will get less inbound calls.
