Jaguar WatchDOG

I am not able to uninstall the Jaguar watchDog. I am not even able to start the service via windows or ICM Service Control.

Bcz of this I am not able to access the URL

https://x.x.x.x/instancename

Please tell me how to fix that problem.

Try reinstalling the 3rd party tools then removing them again, hopefully this helps.
