Microsoft Distributed Transaction Coordinator in IPCC not started

IPCC 4.02 co-resident on CCM 4.13. IPCC and CCM were running fine until we restarted the server because we noticed chat was not working properly. After restarted, the Microsoft Distributed Transaction Coordinator can not start any more. Rebooted twice, same thing. Please see the attached error file. It indicated that CRSAdministrator logon failure. By checking another server, it looks CRSAdministrator is IPCC built in account.

CRSAdministrator is a local user on the CRS box and does not have any access to write to any other machines. Even if you allow access to 'Everyone' on the other machine, 'Everyone' does not include 'CRSAdministrator' user created on the CRS machine. 'CRSAdministrator' user is not visible outside of the CRS machine so as to be given explicit access.
