New agents dont login without restarting the Callmanager

I am using CRS 5.0(2) and Callmanager 6.1

we are using extension mobility for agents to login but sometimes what happens that when agents tries to login the ip communicator stops working and we get error message

"Resources Device is off .

The Agent Extension is out of service . Ready State change and call control operations cannot be performed . "

One important thing to note is that the ip communicator is working fine before agent tries to login but once he tries to login the ip communicator state get bad and no dialling gets done when ip communicator is closed and reopen it takes around 5 mins to get register again and still the same behaviour is observed . Things turns to normal after restarting the publisher . Urgent help will be highly appreciated .
