Not able to make any outgoing calls

Checked the VG logs, observed that there are Incremental slips on the trunk. 

When I run show controllers e1 0/0/0 and e1 0/0/1, the following error messages display.

E1 0/0/0

Can anyone suggest me how to progress on this issue.

Can you post the router config? The first thing to check is that you have the network-clock-select and network-clock-participate commands properly configured in the router. Are both of the E1 circuits using the same clocking source (i.e. same provider, same CO switch)? You must seperate discrete clocking sources onto seperate DSP farms.

double check the configuration of controller E1 that relating with signaling  D channel ,and these parameters must be check with telco provider:

Framing :i.e   CRC4

Line Code :  i.e HDB3,

Clock Source : i.e  Line.

alter the presence value of line code to the listed options ,and see what may change

ur problem that D channel is down , you must make it up then u can place out calls.

"sh isdn status " shows you the staus of D channel.
