If we bought 5 port's lisences for Outbound, can we use 10 port's of IVR for outbound via IVR ?

in short, no...

if you own 10 licenses of IVR ports and you own 5 licenses of outbound ports then you can use your 10 IVR ports, as outbound, but the system will only allow 5 'outbound' ports to be used simultaneously.

(you will not be able to get all 10 IVR ports outbound simultaneously as there are only 5 outbound ports licensed)
