I would like for the ageent to get screen pop or somthing to come up on the workstation with a list of svc_center names with click to call.
is that possible or do you know a better way.

Are you simply asking for like a telephony directory for them to dial/transfer from within? If so, CAD supports phonebooks.
Have a look at the Cisco Desktop Administrator Guide on page 41

Sorry I am explaining this wrong...
Here is what I am trying to do or if it even possible.
agent: main office
customer: anywhere
agent call customer in phx - customer in phx should only see caller ID of the DID for phx area
agent call customer in fla - customer in fla should only see caller ID of the DID for fla area
and so on......
with that said can this be done from the phonebook or ECC.
or can you assign different CTI ports

UCCX cannot perform digit manipulation. You'll need to leverage your CUCM / voice gateways for that.
