Quality Management Multi-Level Administration

Is there any method to configure Multi-level Administration for Quality Manager Administrator?

The help files seem to indicate that only the administrator account created during installation can be used to administer the system (and that only 1 concurrent login is possible).

I have a situation where a client has an end user they wish to manage the addition and removal of people from workflow rule (ie, to manage the number of calls logged by their agents across 3 different "Tiers" - with more experienced staff configured for a lower level of recorded calls).

We would like to avoid giving the user full administrative access to Quality Manager Administration if possible, and at the very least just grant a second account administrative rights.
