If you're upgrading (rather than a clean install), the historical data should be migrated too, subject to certain caveats reagrding database size. Running the Pre-Upgrade Check tool will confirm a successful migration. I've done a upgrade from 3.5(3) to 4.0(5) and the HR data was preserved.
