Supervisor Desktop Agent Licensing Error when login in

Does anyone know the answer to this? I have a supervisor that can not log in. user gets error "A LICENSING ERROR HAS OCCURRED - PLS TRY AGAIN in 5 MIN -- IF PROBLEM PERSIST SEE YOUR CISCO SUPERVISOR"
