UCCX 4.05....enabling VOIP Monitor Subsystem

I'm running a UCCX Premium 4.05 system in my call center. I'm trying to set up some remote agents. I need to turn on the Voip Monitor Subsystem, but can't figure out how. According to the literature I've found, Premium includes licensing for this feature. Does anyone know how to enable it?

Are you running CAD or Ctios on the agent desktops ?
