Current environment is a single server 8.5su3 instance. It currently has HA licenses but no HA servers due to procurement delays. The server is now in hand. The problem is that the person who stood up the new server did not choose to apply SU3 during the base installation and they are now stuck in a state that is telling them that the Primary server version does not match the HA server version and it cannot proceed. There doesn't appear to be anyway to exit this 'loop'. I'm assuming at this point they should kick off the base install again (via system restart) and apply su3 during the base install so that the version check will clear? There doesn't appear to be another option so they'll likely go ahead with this sooner than later but I told them I'd poke around a bit. I'll be sure to update this thread with the results if they proceed.
