I think that have the XML file in a external HTTP Server is more risky, because the script reads the XML for all incoming calls, and if the HTTP Server is down, or the communication to the HTTP Server is down, the script will fail.
I have a XML with the relationship between the Calling Number and the destination CSQ, and when I have a new customer, I have to add the Calling Number into the XML file
