UCCX Agent transfer to call to another Queue

We have an implementation that the customer has requested that the "level 1" agents, (those that will get the call 1st) need to be able to escalate the call to the next level of agents "level 2".  They would like to be able to do some type of hand off with the customer on the line between the 2 agents.  I have found that there have issues with call disconnects when trying to transfer calls from one queue to another.  Does anyone have any suggestions on how there can be a smooth transfer between the queues with the customer still on the call?
