Since you recently did a massive upgrade from 4.0.5 to 8.5.1Su2 many potential problems could be the cause of this. First off make sure everything that is configured IN SERVICE. Even if TTS is in service I have seen several instances where it will simply not work even though UCCX appears to be working correctly. This was resolved by simply removing the TTS configuraiton on UCCX then adding it back.
Also make sure all of the versions are compatible between CUCM, UCCX and the TTS server. This can be done via the compatibility matrix:
