I have Cisco Contact Center Express 5 setup and have the following issue (or situation).
Between Cisco UCM5 and Cisco UCCX5 we have five CTI ports setup.
When we get the 6th call into the UCCX queue, the user gets a busy signal.
Is there a better way to solve this issue or do I need to setup like 23 CTI ports?

You need to setup as many ports as you want to handle at one time. The alternative is to configure the Call Forward Busy option to direct those overflow calls somewhere (VM, shared line, attendant, etc.) so the callers do not hear the dreaded busy signal.
