I checked the FXO card currently on the 2811 router in my office and it looks likes it is VIC2-2FXO. The card that you are having are older cards that used to go with the 1750/1760/2600 series. These cards are NOT supported on the ISR 2811 series of router. The cards that needs to be in the ISR routers are the VIC2-2FXO cards which are the next gen cards. This was code named as "Humvee" cards internally in Cisco.
