I think that answer depends on who the partner has a reseller agreement with. :)
I would recommend you evaluate all four. Telrex does well in the cost-sensitive small business environment. NICE and Witness are more enterprise focused but can leverage things such as UC Manager's built-in monitoring/recording framework. They also offer other products to build out larger functional product suites. Cisco's product tends to be easy for partners to sell because it's just another Cisco SKU. Each has their pros and cons.
