Secure Email Plug-in Flag Encryption - cont'd

Still fighting the Windows7 battle.  In Windows XP, we've modified the \Users\Application Data\Cisco\Cisco IronPort Email Security Plug-In\Outlook\Localization\en-US.xml file for content more appropriate for our environment.

Windows7 doesn't seem to use this file or it's located in an entirely different area.  Can anyone point me in the right direction to modify the Windows7 xml file?
