what AAA statements would permit a remote user, via SSH or Telnet, to access an ASA, with 8.0 code, which is configured for AAA TCACS authentication and authorization if and when network communication to the TCACS servers are lost?

aaa authentication ssh console
thi will configure the ASA to give priority to authenticate via the TACACS server and if it is not reachable then it will fall back to LOCAL user database but when the TACACS come back alive it will again default to TACACS server authentication...
