I thought starting with Version 8.3(1), you no longer need to install identical licenses. Typically, you buy a license only for the primary unit; for Active/Standby failover, the secondary unit inherits the primary license when it becomes active. If you have licenses on both units, they combine into a single running failover cluster license.
I have read this before and looking at it again, it appears to me that the licenses are combined. I assume this would include the included licenses for SSL and Security Contexts, but wanted to make sure.
You are totally right, in version 8.3 on the Active Unit you will be able to see two sections, one that says how many ssl peers you have, and the other one will tell you how much in total you have (Counting the ones on the Standby). In the standby you will be able to see only the ones that the device has, not the total.
Prior 8.3 this concept did not exist, the only one was having SSL share license, but that is another whole concept.
