Nat Only Works With IPSEC Tunnel ASA 5500

Simple nat statemtnes nat (dmz) 1 192.168.1.1 255.255.255.0

global (outside) 1 200.15.1.10-200.15.1.20

If it only xlates when the IPSEC tunnel is up then how do I get it to work when I bring down the tunnel or have traffic that doesn't use the tunnel?
