This new 8.6.1(14) release is related to bug: CSCup22532 - Multiple Vulnerabilities in OpenSSL
The notice says 8.6 (and other special version) are due July 25th. The bug notice was updated July 29th but the dates were not changed and the code is still not released. So we just have to wait for cisco to finish testing and release it.
They did release the updates to other popular versions (8.2, 8.4, 9.x), but not 8.5/8.6/8.7.
