2501, Flash is read only???

I copied the flash to a tftp server. Copying the flash from the tftp server gives an error message "Configured from console by consoleopy tftp flash
%Destination file system is read-only."  Apparently the flash has been partitioned.  Is it possible to unpartition the flash?  Any suggestions  would be appreciated on understanding this router.  I am able to ping the TFTP server.
