If what you mean in your question is to establish sync between the routers so that if a user had obtained an address from one router, the other router would know about it and if the first router had failed that the second router would renew that particular address to the user when the renew request came in, I am not aware of any way to sync leases between the routers. But I would think it would work to configure DHCP on both routers, give each router its own separate pool of addresses, and let each router offer addresses to users. That way even if the first router fails, users will still obtain addresses.
