ports can be set for inbound or outbound depending on any ACLs that may be in place. (you may need both in some circumstances)
generally speaking, on a firewall, to open a port means to open it for inbound traffic. (public users allowed access to your private network via that port)
if you have software inside your company that uses port 445 and it needs to talk to a device outside the firewall, be sure the firewall has outbound access for that port. (may require inbound as well if the external device needs to talk to port 445 back into your network)
