What are the reasons line protocol of management vlan is down ? when you check with sh int vlan1...vlan1 as management vlan

Most likely there are no active ports in vlan1. After a reboot the vlans only come up when there is an at least one active port in the vlan or a trunk link that is up/up.

I dont have any active ports on vlan1. Whats the reason I am not able to access it via telnet or other network management tools. Is it necessary to have active ports in management vlan to access it via telnet or cisco network assistance ?

Yes, a VLAN (SVI) interface would be up only when there is atleast one active port on that VLAN (or) an active trunk that carries traffic for that VLAN. I am sure you know that if the VLAN interface isn't up then you wouldn't be able to telnet/access that IP.
