Router IP returns "ACT_IDLE"

I have a secondary router (E1200) on my home network, connected LAN to LAN. I use it mainly for wired connections, and it does work for that. But when I try to access this router through the IP address, I get a page that says only "ACT_IDLE". Occasionally, I am able to access, but I've found no pattern to when the router is accessible and when it is not...mostly not. Bad router? Bad setup? Bad owner?
