Associating an AP1030 to a 4124 Wireless Controller

Set up a wireless network using a 4124 Wireless Controller and AP1020 and AP1030 access points. The two AP1030's are at a remote office with a 6Mb pipe between the two offices. I am unable to associate the AP1030's to the controller. The AP1020's have no problem associating with the controller. Any ideas as to why the two remote AP's are unable to associate. By the way, they both have IP addresses and I am able to ping both AP's from the controller.

Access points converted to LWAPP mode support 8 BSSIDs per radio and a total of 8 wireless LANs per access point. (Cisco 1000 series access points support 16 BSSIDs per radio and 16 wireless LANs per access point.) When a converted access point associates to a controller, only wireless LANs with IDs 1 through 8 are pushed to the access point.
