Cisco WAP join problems

Greetings!

I have recently purchased a Cisco 2500 wireless access controller to run three AIR-CAP-1602E wireless access points.

I have assigned a static IP to the controller, advertised it in DNS as CISCO-CAPWAP-CONTROLLER and on DHCP option 43.

The controller is currently the only one on the network and is configured as the AP manager.
Our switches and clients are on VLAN1 (the only VLAN in use) but the controller is on VLAN0 (or untagged as I understand it).
I attempted at one point to change the controller to VLAN1 but it was then inaccessible from the management interface and I had to reset the VLAN from the console.

The access points will not join the controller and will not keep an IP address (if I monitor my DHCP servers it will pull an IP from one, then release it and pull an IP from the other, endlessly cycling).

The console messages from the AP are as follows:

Not in Bound state.

*Mar  1 02:46:28.311: %CAPWAP-3-ERRORLOG: Failed to decode discovery response.

*Mar  1 02:46:28.311: %CAPWAP-3-ERRORLOG: CAPWAP SM handler: Failed to process message type 2 state 2.

*Mar  1 02:46:28.311: %CAPWAP-3-ERRORLOG: Failed to handle capwap control message from controller

*Mar  1 02:46:28.311: %CAPWAP-3-ERRORLOG: Failed to process unencrypted capwap packet from 192.168.1.169

Both the AP and the controller are on the same subnet (which is incidentally our only subnet), are attached to a Cisco Catalyst 4948E switch with IP routing enabled (though it does not show in the running config for some reason) and are visible in Cisco Network Assistant.

On a whim I deleted the DHCP option and restarted the access point but it is still bouncing from DHCP server to DHCP server, never settling on an IP.

I am at a complete loss here, so any help would be appreciated.

The 1602's require v7.4.  You need to upgrade thw WLC.

Great, I had a feeling it would be something as simple as "Just do this one thing and poof".
I have to coordinate with my Cisco partner to get the download authorized for my Cisco ID but will mark this answered as soon as that happens.

Aside from what Scott has mentioned (about your firmware needs upgrading), can you also post the output to the following commands:

1. WLC: sh sysinfo; and
2. AP: sh version

It's also a mesh image, so you will need to add the ap Ethernet MAC address in the Mac filter. Once it joins then change the mode from bridge to local.

That did it, took a while to get the contract straightened out but my APs joined the controller just fine.
Now to configure everything...lol.
