I have seen the other posts about this Syslog entry but we are running 7.0.220 and thought it was supposed to be fixed in this version. Any thoughts? The scope isn't out of addresses.

I don't see this bug addressed in the 7.0.220 release notes. Do you actually have a bug ID?
