1) it's possible to change a country in AIR-CAP1602I-E-K9 mode AP? If Yes how?

2) How to fix a frequency in band 5 GHz?

3) How disable a DFS configuration?

Not possible.

It's better to talk to the vendor to replace the AP with the correct regulatory domain.
