How best to restrict public access

Municipality wishes to provide wireless service for its residence in various facilities (senior center, recreactional center). Looking for best hardware/software solution to provide stable and secure wireless access, and provide features for content filtering. Would like to create a standard template for future installs.

Best solution is Cisco Unified Wireless controller based solution with a content filter located on the backend. This solution can be managed from a central location using Cisco WCS management software. WCS can also manage controllers and APs meant for outdoor coverage areas such as ballfields, downtown areas, etc. from the same WCS server as meant for the indoor network. A lot of flexibility.
