For 1142 & 1040 series there was a bug (CSCud97983) in 18.104.22.168 code, but it was fixed in 22.214.171.124. If you having specific issue to 1131 after WLC code upgrade, it could be a bug.
As Scott suggested open a TAC case & Cisco may give you an engineering release which could fix your issue (if you do not want to downgrade). We were using 126.96.36.199 & had few critical bugs.. so now we are running on 188.8.131.52 given by TAC.
