if I understood the first question correctly, then you don't need hreap groups if traffic is always centrally switched. If the AP is locally switched at some point then yes you would have a benefit in h-reap groups.
For the problematic AP, I'd advise resetting that AP to factory default (from WLC web page), have it join the WLC again and then do a "refresh config from controller" on WCS for the controller where the AP is associated to. This should synch up any conflicting entries they might have.
