Correct me if I am wrong. Option 43 is not necessary for APs, especially when they have static IP or DHCP configured. So in what scenarios is it needed?

No, option 43 is not 'necessary'. It makes the initial discovery process that much easier, since you don't have to touch every AP, set the IP, mask, gateway and the WLC management IP address.
After all of your AP have joined the WLC, you could remove the option 43 and not have an issue as the AP will attempt to join the last WLC it was on, as a 'known good' WLC.

Hi,
Option 43 is used when u want ur APs to be in a different subnet as that of ur management interface.. so that we specify the Ip address of the WLC inside the DHCP pool so that the AP will know what to after getting the IP!!
