PEAP Clients must be member of a domain?

Do I understand correctly that for a client to use PEAP to authenticate to a wireless network the client must be a member of the Active Directory domain that issues the certs? I am confused about PEAP and am looking for help! TIA.

I have tested it with a notebook not in our domain i put the root ca on the nb and then in worked, i had to enter my domain name and password manually.
