SDM cannot install wireless app to router

I have a cisco 1811W router with 32MB CF, IOS 12.4(9)T, and SDM 2.3.1 installed on laptop (XP Pro, Java 1.5). I cannot configure wireless stuff via SDM because it wants to install on router, but never can connect to router. I dont understand why because I can connect to router via telnet with a privaledge 15 user account. My research indicates SDM, IOS, and Java versions work together. Any suggestions?

Enable the router's HTTP/HTTPS server, using the following Cisco IOS commands:

Router(config)# ip http server

Router(config)# ip http secure-server

Router(config)# ip http authentication local

If the router uses an IPSec Cisco IOS image, the HTTPS server is enabled. Otherwise only

the HTTP server is enabled.

i already have all that. I have the default sdm config posted by cisco running.
