Signal Issue when linking 2 AP's Together

I have a Cisco 871w and a 1142 a/b/g/n access point that I am trying to link together via the dot11radio 0. I can ge them to link togehter fine, and everything works great as far as clients go. However in doing some testing and looking at signal strengths I have noticed some strange occurenes. If the 871w if powerd on first, and then the 1142 is powered on, the signal strenth is great from where I am sitting. However if the 1142 is on and then the 871 is rebooted the signal strength is constantly going from -46 dB to nothing, around once a second. Anyone have any ideas? I have attached pictures of the signal strength after the ap reboots and after the 871 reboots. I have also attached a copy of the configurations. Help would be greatly appreciated. Thanks.
