What is the best way to manage and create an SSID for guest who has no visitor badge as he is a "VIP"?
special requirement: be able to know who is connected to which access point.
Is it nessesary to create a new vlan for them? do you have any experiance on this?

You don't need to create a new VLAN if you're creating a new SSID.
If you want to know who is connected you need to think about how they are going to authenticate, RADIUS, local users, MAC address.

How are you expecting these VIP's to connect and what access do they need? This is what needs to be known as many VIp's don't like to login every time etc. so what is the policy for them compared to true guest users.

No new VLAN is required. But you have to think how they will be authenticated and what resources they need to access. You can create a separate SSID for them so that you can recognize them.
