wcs not starting up after upgrade

I recently upgraded the cisco wcs software from 5.0.56.2 to 5.2.148 in order to eventually upgrade it to the latest version 7.0, after installing the software it fails to start WCS, i rebooted the server already and restarted the services i ran dbadmin checkschema and it completed fine but when it just hangs when starting wcs

here is what i get

Starting Health Monitor as a primary

Checking for Port 8082 availability... OK

Starting Health Montior Web Server...

Health Monitor Web Server Started.

Starting Health Monitor Server...

Health Monitor Server Started.

Starting WCS Server

Port 69 is in use. DatagramSocket binding gave exception java.net.BindException: Address already in use: Cannot bind

Port 69 needed by the server is being used by some other application.

Please free the port and restart the Server.

Failed to start WCS server.  Check launchout.txt for details.

Log files are located under webnms\logs in the WCS install directory.

Checking for Port 21 availability... OK

Checking for Port 8456 availability... OK

Checking for Port 8457 availability... OK

Checking for Port 1299 availability... OK

Checking for local Port 1299 availability... OK

Checking for Port 6789 availability... OK

anyone have any idea whats going on

just a thought i see that it doesn't actually remove verison 5.0.56.2 when i installed version 5.2.148 and im wondering if this isn't causing some issues with WCS not starting

here is my wcs status window

Health Monitor is running with an error.

WCS is stopped.

Database server is running

Apache server is running

but if i start wcs from programs it tells me health monitor is already running.

i created a backup of wcs using the backup feature and saved it so im not sure if i should just uninstall and  reinstall at this point and see what happens or not

anyone have any suggestions on what is the best plan of action

Have you tried uninstalling the old version an then installing the new version.

Did u try rebooting your system

I have uninstalled the old version of wcs and installed the new version and have rebooted my system. it did tell me after it migrated the data that it failed to start wcs

i have fixed the issue,

here i had a tftp software running that was already using port 69 that wcs was trying to use, once i removed that software all went well i am now running version 7.0.0230 of wcs
