Yes it is. I installed it on VMware with Windows 2003 last week on a blade server with no physical hard drive (all drives are on the SAN) and it runs well. The exact requirments are on the WCS data sheet.
My exact scenario may not be a *supported* one, but I have yet to have a problem. I've got WCS running on Windows Server 2003 which is virtualized on Vmware vSphere/ESX. The vmware servers are loading the virtual machine from an iSCSI Equallogic SAN. Works great, I have yet to have a problem with any of it.
Also, the install wizard from WCS complains about my server not being 3Ghz or more, but it lets me proceed anyways which is nice. Our wireless deployment is fairly small (20 APs) so the load isn't much.
