Just to add... the AP's redio sensitivity also comes into play... It depends also on what the client and AP negotiates their modulation at.

for example a 3700:

http://www.cisco.com/c/en/us/products/collateral/wireless/3700-series-access-point/data_sheet_c78-729421.html

-91 dBm @ 6 Mbps

-91 dBm @ 9 Mbps

-91 dBm @ 12 Mbps

-90 dBm @ 18 Mbps

-87 dBm @ 24 Mbps

-85 dBm @ 36 Mbps

-80 dBm @ 48 Mbps

-79 dBm @ 54 Mbps

1. When you have low-speed data rates set to MANDATORY;

2. Wireless NIC makes the final decision what AP to join and what data rates to use.
