We too ran into the same issue and were told that it'll be fixed in one of the patches. We have installed the latest patch as well, but don't see the issue being fixed. Could you please update when this issue is supposed to be fixed ?
I found it is not a bug. It is a problem with PSC. PSC sometime will lost the configuration of the UCSD agent task or the configuration doest work. Try bellowing check.
Please go to service designer->plan->Create Catalog Item UCSD Agent task.
In the bottom window, you will see the task detail. In General Tab, beside UCSDAgent option, there is a button marked with "...". Click the button, you will get a pop up window. Check the values of each parameter.
There are two cases.
1. All values are missed (congratulations!!!)
2. Values are there but still Routing Exception Found error
For case #1, you need to set up all parameters again.
For case #2, clear all values and set up all parameters again.
