The system-wide sequence in which the various authorization types occur is determined in Administration > Authorizations. You use the arrows next to the authorization types to change their sequence in the list, and this becomes the sequence in which they will occur.
The pricing moment is neither a review nor an approval. It is a single task, performed in ServiceManager, prior to any approvals or reviews, in which one can set the transactional price of a specific service request. In newScale9 the necessity/utility for this task has been effectively replaced with dynamic pricing -- a new Set Price action which can be configured in a Conditional Rule. The bidding feature is no longer present in RequestCenter.
