In our Test  environment we have a few users who are experiencing this error at logon.  We utilize SSO and when we by pass the SSO they login fine.  In PROD they have no issues entering via SSO.  Any ideas on what would cause this?

I have filed a support issue, but we found in this case when we migrated a few profiles to Test, the preference was missing.  As a work around, we logged in, made a change in preference and updated.  This resolved the issue.
