Does cisco 1905 support IOS IPS with the below technology licenses ??

IPS is always subscription-based. So, additional to the security-license you have, you need the "Services for IPS".

Yes, the universal image with Security license supports IOS IPS. When in doubt about features use the Cisco feature navigator to confirm.
