manage hips w/o CW

is there any way to manage the HIPS if i dont have ciscoworks?

Yes, use CSA MC 5.1. It will go as far as during the install, it checks to ensure the server you are installing it on is NOT running any version of Ciscoworks.

so is that the one that comes along with ths CSA-STARTER-K9?

do i need anything more aside from this? what about the event viewer? does this MC also cater on that?

I am unsure if CSA MC 5.1 comes with that starter kit, I am unsure. I have only downloaded it from the CCO. The MC does cater to everything you need to manage everything. It looks just like you had VMS running and opened the CSA page.
